Puerto Vallarta Unveils New Plan Against HIV
Puerto Vallarta Unveils New Plan Against HIV. In a significant step toward advancing LGBTQ+ health and rights, City Councilmember Melissa Marlene Madero Plascencia has introduced a groundbreaking municipal ordinance before the Puerto Vallarta City Council. The initiative seeks to establish the Municipal Council for the Prevention and Response to HIV (COPRESIDA)—a bold public health project focused on coordination, prevention, care, and inclusion.
A United Front Against HIV in Puerto Vallarta
This proposed council will create a local regulatory framework to coordinate efforts between institutions, civil society, and the community to respond to HIVÂ in a comprehensive and sustainable way. The framework will prioritize public health, human rights, and non-discrimination.
“Puerto Vallarta faces particular challenges regarding sexual health and HIV due to its demographic and tourism dynamics,” said Councilmember Madero.
“That’s why this Council will allow for an interinstitutional, coordinated, sustained, and effective response—with the goal of making our city a national model for sexual health, inclusion, and human rights.”
Community Collaboration at Its Core
Puerto Vallarta unveils new plan against HIV with strong citizen participation and the involvement of several local experts and civil society organizations. Among them:
-
Victor EspÃndola of Red Diversidad Vallarta
-
Engineer Alfredo Soria, coordinator of the CÃrculo Rojo project

These collaborations reflect a proven model of community-driven, inclusive health strategies that have demonstrated measurable impact. With proper institutional backing, the city can now scale up these efforts, leveraging public funding, international cooperation, and private partnerships.
A Global Vision with Local Action
