3 LGBTQ Inclusion Steps given to Puerto Vallarta council. At the regular session of the Puerto Vallarta City Council held on July 24, 2025 three important initiatives were formally presented in support of sexual and gender diversity. These proposals, developed by the Cabildo de la Diversidad (Diversity Council) and Red Diversidad Vallarta (Vallarta Diversity Network), aim to strengthen the municipal government’s institutional response to LGBTIQ+ rights, particularly in the areas of public health, civic participation, and visibility.

The 3 LGBTQ Inclusion steps given to Puerto Vallarta council were:

  1. Creation of the Municipal Council for HIV/AIDS Prevention and Response (COPRESIDA)
    Proposed by Councilwoman Melissa Madero Plascencia, this initiative seeks to establish a permanent interagency coordination body to design, monitor, and evaluate public policy on sexual health and HIV prevention in Puerto Vallarta.

  2. Incorporation of the Diversity Council into the Municipal Regulations on Civic Participation
    Proposed by Councilman Víctor Bernal Vargas, this measure would formally integrate the Cabildo de la Diversidad into the city’s civic participation framework, making it a permanent mechanism to ensure open dialogue between civil society and local government.

  3. Official Recognition of Key LGBTQ+ Commemorative Dates
    This includes May 17, 2025 (International Day Against Homophobia, Lesbophobia, Biphobia, and Transphobia), the month of June as LGBTQ+ Pride Month, and December 1 (World AIDS Day). It also proposes the illumination of municipal public spaces to raise awareness and increase LGBTQ+ visibility.

During the session where 3 LGBTQ Inclusion steps given To Puerto Vallarta Council, Councilman Luis Escoto Martínez, who leads affirmative LGBT actions within the council, formally submitted the official record from the May 17, 2025 session of the Diversity Council. This record outlines community-driven proposals submitted to the municipal government focused on health, culture, safety, employment, and affirmative policies.

“These initiatives bring us closer to a more inclusive and effective municipal policy that reflects the lived realities of LGBTIQ+ people,” stated Sandra Govea, President of the Diversity Council. “We will continue to champion proposals that prioritize life and human rights.”

Alfredo Soria, local activist and member of Red Diversidad Vallarta, added, “It is critical that our municipal government takes steps toward building institutions that directly address the challenges of sexual health and HIV, from a human rights and community-based approach.”
