
Puerto Vallarta Sexual Diversity Office holds first session since its creation ten months ago. The Office of Sexual Diversity of the Puerto Vallarta City Council, led by Carlos Plascencia, convened an open working session with local LGBTIQ+ community groups, activists, and key stakeholders.
The meeting marked an important step in strengthening institutional collaboration between the municipal government and the LGBTQ+ community of Puerto Vallarta, a city widely recognized as Mexico’s most inclusive LGBTQ+ destination.
A Space for Dialogue and Representation
Puerto Vallarta Sexual Diversity Office holds first session aimed to gather firsthand insights into the needs, expectations, and challenges faced by the LGBTIQ+ population in Puerto Vallarta. Community members were invited to present proposed solutions that will be prioritized and addressed according to the realities of each sector.
Participants emphasized that the primary need for the LGBTQ+ community continues to be equal access to healthcare services that integrate a diversity and human rights perspective—ensuring dignified, respectful treatment without discrimination based on sexual orientation, gender identity, or gender expression.
Reviving the Municipal Agenda for Sexual Diversity
Another key topic discussed was the Municipal Agenda for Sexual Diversity, a policy platform originally signed on May 17, 2024, by all candidates for mayor. Community representatives called for the revival and full implementation of the ten commitments outlined in that document.
Among the priority commitments are:

The creation of the Municipal Council for Sexual and Gender Diversity, designed to coordinate public actions that promote inclusion and equality.

The allocation of 5% of municipal social programs to benefit LGBTIQ+ individuals in vulnerable situations.

The continuation and expansion of LGBTQ+ visibility events, including Puerto Vallarta Pride and the creation of an annual LGBTIQ+ Cultural Week, celebrating the social and cultural contributions of the community.
These measures, if implemented, could represent a major advancement in local LGBTQ+ policy and visibility.
Leadership and Commitment
During the meeting, attendees congratulated and acknowledged the appointment of Carlos Plascencia as the new head of the Office of Sexual Diversity, recognizing his long-standing activism and leadership within the local community.
Plascencia, who previously served as secretary of the Puerto Vallarta Diversity Council and an active member of the Vallarta Diversity Network, was praised for his ability to foster dialogue between LGBTQ+ organizations and the municipal government.
His appointment signals a renewed effort to ensure that LGBTQ+ voices are represented in local policy decisions.
Building a More Inclusive Future for Puerto Vallarta
With this initial session, the Office of Sexual Diversity begins a new phase of dialogue and collaboration with civil society. The goal is to strengthen inclusive, participatory, and human rights–based public policy that supports every member of the LGBTQ+ community in Puerto Vallarta.
This commitment reaffirms Puerto Vallarta’s reputation not only as a leading international LGBTQ+ tourism destination, but also as a city taking real steps toward equality, inclusion, and respect for sexual and gender diversity.
