Mexico’s National Institute of Statistics (INEGI) has released the results of the first National Urban Public Safety Survey (ENSU) of 2026. The findings confirm that Puerto Vallarta continues to be the safest major urban center in the state of Jalisco, significantly outperforming the state capital, Guadalajara.
Understanding the Numbers
According to the latest data, 68% of Puerto Vallarta local residents report feeling secure in their city. While this reflects a slight shift in local perception compared to previous quarters (with insecurity perception rising to 32%), Puerto Vallarta remains a national leader in safety among Mexico’s top tourist destinations.
For comparison, the perception of insecurity in other Jalisco hubs remains much higher:
-
Guadalajara: 79.2%
-
Tlajomulco: 73.9%
-
Puerto Vallarta: 32.0%
Resident Perception vs. Tourist Reality
It is important to understand the methodology behind the INEGI survey. These interviews are conducted exclusively with permanent residents living in local households across all neighborhoods. The data reflects the daily concerns of locals—such as neighborhood infrastructure or local traffic—rather than the experience of international visitors.
The high-security Tourist and Romantic Zones, where the majority of LGBTQ+ travelers stay, continue to see the highest levels of federal and municipal police presence, specifically designed to protect the tourism economy.
Staying Safe in 2026
While the “Beast” of statistics can often be confusing, the reality on the ground in the Zona Romántica remains vibrant and welcoming. Whether you are arriving for Bear Week or a weekend getaway, situational awareness remains the best tool for any traveler.
