Puerto Vallarta Port expansion planned. The National Port System Administration (ASIPONA) has launched an ambitious project to transform the Puerto Vallarta Maritime Terminal with the goal of positioning the city as a premier port of call for the world’s largest cruise ships.
This strategic initiative seeks to strengthen the already significant contribution of the terminal to Jalisco’s economy. Currently, the terminal can handle cruise ships of up to 140,000 Gross Register Tons (GRT).
However, ASIPONA’s plan is to adapt piers one, two, and three with expansions of 70, 20, and 7 meters respectively. This will allow the port of Vallarta to accommodate vessels up to 362 meters in length, a crucial step to remain competitive in the dynamic global tourism industry.
Puerto Vallarta Port expansion planned but ASIPONA has not yet provided precise details regarding how it will be financed or a start date for construction to begin. However, the Environmental Impact Statement for the construction of these docks has already been submitted underscoring the seriousness and progress made in the planning of this vital infrastructure.
2024 was a notable period for cruise tourism in Puerto Vallarta with the arrival of more than 548,000 passengers and 167 cruise ship arrivals. This influx of visitors generated a substantial economic impact of 909.9 million pesos. Although passenger numbers fell slightly below initial forecasts, average occupancy per vessel showed an improvement reaching 3,266 passengers per cruise ship in November.
The 2024 high season especially October, November, and December saw a significant upturn in arrivals. December was a busy month with 22 international arrivals including seven double cruise ships and one triple cruise surpassing the 13 arrivals recorded for the same month in 2023.
The presence of luxury cruise ships, such as the MS The World, which stayed two nights, highlighted the port’s ability to attract high-value segments. 2025 has started with promising momentum. In the first four months (January-April), Puerto Vallarta had already welcomed 76 cruise ships and 237,000 visitors, generating an economic impact of 412.6 million pesos.
In April 23 cruise ship arrivals were recorded with 65,953 passengers representing a 7.8% increase compared to April 2024. This growth is attributed to several factors including the potential postponement of the foreign cruise passenger tax until 2026 which could further stimulate travel.
Puerto Vallarta port expansion planned by ASIPONA and the Jalisco Tourism Secretariat by making strategic investments in port infrastructure and services as well as diversifying shore excursion offerings. Globally, the industry projects a record 37.7 million passengers in 2025 with a strong desire among travelers to repeat the experience.
The expansion opens the door to the possibility of Puerto Vallarta welcoming the world’s largest cruise ships including mega cruise ships of Royal Caribbean International. Included among them is the Icon of the Seas, the world’s largest cruise ship, at 248,663 GT and 364.75 meters in length. Another is the impressive Oasis Class ships, such as the Oasis of the Seas and the Utopia of the Seas, which exceed 225,000 GRT and reach lengths of up to 362 meters.
The ability to host these giants will not only dramatically increase passenger volume but will elevate Puerto Vallarta to a top league of global cruise destinations. This competitive advantage will attract more frequent itineraries and greater visibility in the luxury cruise market securing Puerto Vallarta’s reputation as a world-class port of call.
In addition to the Puerto Vallarta Port expansion planned, ASIPONA has other projects underway for the comprehensive development of Puerto Vallarta
- with the possibility of becoming a homeport (an intermittent stopover site when there are no itineraries) for mid-size cruise ships
- a ferry route to the Marías Islands
- a gastronomic corridor and beach club
- a botanical garden with a pavilion of traditional Mexican beverages
These initiatives along with the new passenger terminal for boarding tours at the Los Peines pier strengthen Puerto Vallarta’s outlook for a bright future in maritime tourism.
